No. The exterior is free and usually open to walk on, though some parts are fenced off. You do not need a ticket to walk on the roof. Interior access is highly restricted and occasionally managed by the Estonian Centre for Architecture.

Tom is a wonderful guide- easy to understand and adds a lot of great stories to the factual information. Tom kept us moving while at the same time gave us time for photos etc. I really enjoyed this tour and highly recommend
Tom was engaging ,knowledgeable and entertaining . One of the highlights of our time in Tallinn ! We just wish that we had gone on other tours with him as well !
Viktor was extremely knowledgeable and enthusiastic. We learnt a lot on the tour but not too much. We developed an excellent understanding of Tallinn's relationship with the sea. A most enjoyable couple of hours in great company with fantastic views! Strongly recommended.
